As tadpoles grow they sprout legs and absorb their tail. If the water doesn't dry out (which will kill off the tadpoles) the newly formed frogs who managed to escape hungry birds and raccoons hop away to begin their lives on land. This one is probably a Foothill Yellow-legged Frog. Rana boylii
